Specialty balls (Net, Dive, Nest, Repeat, Timer, Luxury) are NOT sold in Kanto Marts. They must be traded from Ruby/Sapphire/Emerald (GBA Link Cable / Wireless Adapter) or obtained via Pickup Ability (Meowth/Zigzagoon/Phanpy/Teddiursa) at high levels in FR/LG (yields standard balls mostly).
Use Vs. Seeker to re-battle trainers for cash to buy standard balls in bulk.
