How Can I Drain the Fourth Secret Lake in Pokemon Pearl?

In "Pokemon Pearl" for the Nintendo DS, there are four lakes, one of which the player can drain. Lake Valor is located south of Veilstone City and is drained through the normal course of the game once you have reached a certain event. The draining of the lake is part of the plot and you must have a specific event occur in order to advance through the game. The boss of Team Galactic, Cyrus, drains Lake Valor.

     Travel to Canaclave City and defeat the gym leader.

     Enter the library to speak to the professor and the gym leader. During the middle of the conversation, a loud noise will go off. Cyrus causes the loud noise by using a Galactic Bomb to drain the lake.

     Travel to Lake Valor. The lake will be completely drained and several Magikarps will be flopping around.
