Can Minors Buy M-Rated Games? US: Store Policy, Not Law. Global: Varies.

United States: ESRB ratings are voluntary guidelines, not law. No federal law bans sale to minors. California law (2005) struck down by SCOTUS (2011) – Free Speech.

  • Major Retailers (GameStop, Walmart, Target, Best Buy, Amazon): Enforce store policy – ID check for M (17+), AO (18+). Cashiers prompted at register.
  • Online: Age gate (checkbox) – easily bypassed. Digital stores (Steam, PSN, Xbox, eShop) require account DOB (17+ for M).
  • Parental Responsibility: ESRB provides Content Descriptors (Blood, Violence, Language, Sexual, Drugs). Use Parental Controls on Console/PC/Phone (Screen Time, Family Safety, Play Time Limits).

Other Countries

  • UK/EU: PEGI 18 is legally enforceable (Criminal Justice Act 2008 / VSC). Selling to minor = Fine.
  • Germany: USK 18 – Strict. Indexing (List A/B) = No advertising, mail order only. BPjM.
  • Australia: R18+ – Legal restriction. Refused Classification (RC) = Banned.
  • Japan: CERO Z (18+) – Legal restriction. ID required.

Summary

  • US: Store Policy (Voluntary). Minor *can* buy if clerk ignores policy.
  • UK/EU/Germany/Aus/Japan: Law prohibits sale to minor.
  • Parents: Use Console/Store Parental Controls (PIN, Rating Limits, Play Time, Spending).
