Can Kids Buy Video Games Without Parents? It Depends on Age, Region, Store

There's no universal rule. It varies by:

Legal Age Ratings (Enforced at Retail)

  • ESRB (US): M (17+) / AO (18+) – retailers voluntarily card; not federal law.
  • PEGI (EU/UK): 12, 16, 18 – legally enforced in UK (VGRA 2012); fines for selling to underage.
  • CERO (Japan), USK (Germany), GRAC (Korea): Similar legal/voluntary mixes.

Store Policies

  • GameStop, Best Buy, Walmart: Train staff to ID for M/18+; may refuse T/16+ to young kids.
  • Online (Steam, PSN, Xbox, eShop): Account age gates; purchase requires payment method (usually adult). Family accounts allow parent-approved purchases.

Practical Guidance

  • Under 13: Cannot legally create most online accounts (COPPA/GDPR-K); parent must manage.
  • 13–17: Can buy T/12+ games; M/16+/18+ usually blocked or require parent.
  • Gift Cards: Kids can buy/use gift cards for digital stores—bypasses payment method but not age gate.

Best Practice: Parents set up Family Safety / Parental Controls on console/account; discuss purchases.
